▪️Michelle “Missy” Langer, 60 - Missy had just turned 60 and had been working as an administrative assistant at the public utilities department for 12 years. She was a cheerful, fun loving woman who loved the beach, working in her yard, and watching football
▪️Richard Nettleton - Richard worked at the public utilities department for 28 years and helped lead multiple engineering project for the city.
▪️Katherine A. Nixon - Katherine was in her early 40s and worked as an engineer at the department for 10 years and came from a family of civil engineers. She was a mother of three children, one them just 15 months old
▪️Christopher Kelly Rapp - Christopher had been working as an engineer for the department for 11 months and played in a bagpipe band in his free time
▪️Herbert “Bert” Snelling, 57 - Bert was a Virginia Beach based contractor who was the only victim who didn’t work for the city. He was filling a permit at the time of the shooting and was a husband and a father
